Overview: Material Reserves Agency, according to Government Decision no. 946/2018 regarding its organization and operation, is an administrative authority subordinate to the Ministry of Internal Affairs, responsible for implementing the state policy in the field of state reserves and mobilization, with a limited force of 87 units.

The agency has MISSION to ensure the implementation of state policies in the field of state reserves and mobilization.

in order to achieve its mission, the Agency exercises the following basic functions :

  1. Implementation of policy documents and oversight of compliance with state reserve and mobilization legislation.

  2. Administration, coordination of activities and exercise of control in the field of state reserves and mobilization.

  3. Creation, accumulation, completion, preservation and release of material goods from the state and mobilization reserves in order to:

    • a) the application of urgent measures to liquidate the consequences of natural calamities;

    • b) population protection and operative intervention in emergency/exceptional situations;

    • c) operative intervention to ensure the stable functioning of the national economy in extreme conditions;

    • d) ensuring the Armed Forces in conditions of siege and war;

    • e) the granting of humanitarian aid from state and mobilization material reserves.

  4. Creation, accumulation and preservation of mobilization reserves at public institutions for:

    • a) organizing the production necessary for the state, the Armed Forces and the population in exceptional situations;

    • b) uninterrupted operation of businesses, health and telecommunications institutions;

    • c) protection of the population and provision of medical assistance in emergency/exceptional situations;

    • d) protection of animals and agricultural plants;

    • e) restoring critical infrastructure (railways, highways, telecommunications, electricity);

    • f) granting humanitarian aid from the mobilization reserves.

  5. Providing methodological assistance to institutions and public authorities regarding the storage and release of material assets from reserves.

  6. Participation in the development of state policy by formulating proposals in the field of state reserves and mobilization.

The agency, starting from its mission and basic functions, exercises the following powers:
  1. Proposes for approval to the Government, through the MAI, the projects of the nomenclature of goods from the state and mobilization reserves.

  2. Elaborates and submits proposals regarding the modification of normative acts in the field.

  3. Approve instructions and provisions for storage and release of material assets.

  4. It ensures the fulfillment of the tasks of creating, accumulating and refreshing material assets.

  5. concludes contracts for the purchase, delivery, storage and servicing of material goods.

  6. Releases tangible assets according to procedures.

  7. Ensures control of state and mobilization reserves.

  8. It determines the location of the headquarters and monitors the construction and technical equipment works.

  9. Coordinates the organization of statistical and accounting records of material assets.

  10. Ensures the presentation of reports on the availability and circulation of material goods.

  11. It presents to the Government annually the report on the availability and circulation of material goods.

  12. It ensures the reception and distribution of humanitarian aid according to the decisions of the Interdepartmental Commission.

  13. Exercises other powers provided for in Law no. 104/2020 on state and mobilization reserves.
